Chuck Norris stars in this 1980s action thriller as small-town sheriff Dan Stevens. When a mentally ill man kills his family he is apprehended by Sheriff Stevens and his deputy Charlie (Stephen Furst), but a struggle ensues and the murderer, John Kirby (Brian Libby) is shot in the process. Dying from his injuries, he is taken to a facility that promises to save him by giving him a regenerating formula.

Sheriff Stevens warns against this due to Kirby´s mental illness, but when the doctors proceed to carry out their experiment Kirby is transformed into an unstoppable, indestructible killer who breaks free of the institute and embarks on a violent spree. Has the indomitable Sheriff Stevens finally met his match?
