Dr. Ellen Marks (Sothcott) works at a high security psychiatric hospital which is home to Carl Cane (Ronan Summers), who killed five people while dressed as a clown when he was ten years old.
As a wave of sinister clown sightings spreads across the country, Ellen joins forces with investigative journalist John Parker (Paré) to uncover the truth about what is happening and why.
