Yao (Sam Hui) and May (Maggie Cheung) are two Manchurian orphans growing up in Russia, who eventually fall in love with each other and promise nothing will ever come between them. Their lives are torn apart when Yao witnesses a murder and is abducted by a secret society of assassins known as the 108 Dragons. Erasing his memory and training him in the deadly martial arts techniques of the sect, the Dragons programme Yao to kill at their command and he soon becomes their top assassin. However, he retains some of his humanity, causing him to shed a tear each time he kills. Meanwhile, May has been searching for her missing lover.
